This may be the same issue as reported by nkparimi on 01/06/2010.

We are using Quartz 1.6.5 with Simple Triggers.
We are also using JDBC JobStore.

Our application allows multiple users to select and run tasks by hitting a "Submit" button which creates a trigger to fire immediately (start time of "now").
Some of these tasks take hours to run, so there may not be available workers for any given stretch of time.
The jobs get scheduled and will run, but not in the order created (fifo).
Is there any way to retain there order when a thread becomes available?
Is this the same issue as nkparimi?
