I'm not entirely sure, but I think you the original poster is also involved in an off forum discussion about this issue.

The advice from Steve is sound, instead of storing the String references directly in the list, store the strings as fields of some other holder type, and place those holders in the list. The upgrade to 2.2.1 is a good idea (lots of good stuff in there), but it won't make the OutOfMemoryError go away.

Sun saying they will never support bootclasspath in web start:

Some environment variables that web start cares about:
JAVAWS_VM_ARGS and JAVAWS_TRACE_NATIVE. These might only apply when javaws executable is invoked locally (as opposed to a jnlp URL launch)

Although it is highly inconvenient and works against the simplicity of webstart, you could write a jnlp based launcher app that manually obtains the terracotta jars and your application code and luanches java itself.
